Steps:

1. Make sure the license of the package is OK for Debian. I did not
   download the package and checked it. Please do so!
2. If you want to have it in teTeX upload it to CTAN. Normally we
   forward these inclusing wishes to upstream (TE) and he normally
   refuses to include package not in the contrib tree of CTAN.
