Yes, but Perl code tends to get unreadable, at least to people who have
not written it.  And I think that it is especially important for
maintainer scripts that outsiders can understand them easily.

I also remember that Florent once said, when I introduced eperl, that he
wouldn't like to see too much Perl code in the package.  Maybe he has
additional reasons.
