Bug#332264: tex-common: permission-handling of ls-R files is one-way

When invoking dpkg-reconfigure tex-common, it is possible to change
permissions of ls-R files from anything (e.g. 644) to 664 by selecting
the corresponding directory. However, when *deselecting* a directory,
the permissions are not changed to 644, they are not touched at all.
Furthermore, LOCALTEXMF's ls-R file is only managed if it resides in
/var/lib/texmf. Since there was no such symlink in older versions, we
should either provide a transition (is fiddling with /usr/local allowed
in maintainer scripts?), or at least document it.
