Bug#327480: Please separate the .pfb files of Type1 fonts and make them available to X11

No. I guess my wording was a bit strong. However, that is more concerned
with the 'should' in the policy, as IMO 'if needed' is 'true' in this
case. In order to make a font available to X11 it ought to be listed in
a fonts.dir file within the FontPath. mkfontdir(1) is not able to
generate these entries for Type1 fonts (as opposed to the various bitmap
formats used by X11) and takes this information from fonts.scale. So I
think without a fonts.scale the fonts will not be available to X11.
