I think you are confusing the cm-super with the lm-fonts here. teTeX
comes with all lm-fonts (lmodern package with Debian), but with no
cm-super fonts at all. Whereas TeXLive has a stripped down set of the
cm-super fonts. There, the type1ec.sty is useful, but it isn't even part
of teTeX. A similar package is fix-cm.sty, which is now part of the
official LaTeX distribution. That doesn't offer the 10pt option of
type1ec.sty, though.
