That does not make a difference to me. I don't plan to add this it to
the source tree or update the existing file.  That's part of the sources
that I take from the web2c maintainer. If you can convince *him* to make
the update, fine. Else, you have to distribute that file separately.

But, I am wondering what you would gain by distributing emacs lisp files
as part of some source package?  That source package does not copy this
file into a runtime path, so users will not be able to make any use of it
(at least not without further action).

That's why I think that it makes much more sense that debian distributes
these files separately.
