But /usr/share/texmf/dvips/tetex/bsr-interpolated.map is shipped in
tetex-extra, not tetex-base.

This looks OK, because they declare different fonts [TFM base names, for
TeX] (precisely: two disjoint sets of fonts)---at least here.

Perhaps you have a non-default bsr-interpolated.map. That file as
shipped in tetex-extra 2.0.2c-7 does *not* declare anything for cmex7,
cmex8 and cmex9, and these are the only fonts declared by ttcmex.map.
Actually, the bsr-interpolated.map from tetex-extra makes it clear at
the top where cmex* should be declared:

% cmex fonts are no longer scaled by this file; instead, ttcmex.map is
% used in teTeX (using Type1 fonts from TeXTrace2001).

Therefore, there is no such conflicting declaration in the default
setup. Please send us the output of:

  kpsewhich --format='dvips config' bsr-interpolated.map ttcmex.map
