This bug affects only the people that use the listings package, and use
babel at the same time. I wouldn't call this a "major effect on the
usability". 

However, this bug serves an other good purpose: We can give it as an
example to people who ask us to upgrade "this single package. It's so
old in Debian, and the new version is much better, and it's so easy to
upgrade it!!!". In this case we updated it because of license problems
with the older version, so we had no real choice. But we should take
this as an additional warning against doing upgrades. We simply cannot
test all package's interactions.
