Bug#272560: tetex-base: Babel interacts badly with Listings.

The Babel package shipped with tetex-base is very old (2001/03/01) and
interacts badly with the package Listings. This is a small testcase:

latex fails with this sample, the output is attached.
If I remove the babel package latex runs fine. I submited a but report
to latex-project.org and the software author said the he was unable to
reproduce with the latest version of Babel (3.8) and suggested an
upgrade. For details see:
