I maintain a backport of teTeX to Debian stable, and
Fulko van Westrenen <westrenen@fvw.cistron.nl> sent
me the following wish:

I use LaTeX for about 10 years now and consider it the best text processing
system for anything but plain ascii.

Over the years I had some special requirements for the memory allocation
(e.g. installing fonts, musictex). Since I do that about once every two
years, every time I panic about how to make the changes effective. Can you
please consider to add the instructions to the files in
/etc/texmf/texmf.d/

I added to 95NonPath.cnf:

%RUN fmtutil --all AFTER ANY CHANGE!!!
%

This line saves me about an hour and a some stress.

This issue is not speific to my backport, and a small comment at
the top of 95NonPath.cnf doesn't sound like a bad idea.
