Both are "correct" for sure (except that my English on the latter is
probably not optimal)....This is just a matter of general consistency
among packages. The latter is more appropriate for graphical
interfaces for which the input field immediately follows the short
description, on the same line (this can be checked by setting the
debconf interface to Gnome).

Such way of inputting for "string" templates has been for instance
generalized all along the installer.

I suggest you don't change tetex-* templates now.....and just delay
this post-sarge. Tetex packages are anyway far from being alone in
that case.
