This looks all very good. I cannot see any cause for the error.

The next idea I have is: Please execute, as root, the command

sh -x /usr/bin/fmtutil --byfmt=latex 2> fmtutil.log2 >fmtutil.log1

and send us the resulting files fmtutil.log1 and fmtutil.log2
