Please keep the bugnumber address in the Cc. And I take you into the Cc,
too, Hilmar - it seems the delay between mail sent directly or via
bugs.debian.org is significant.

That should create latex.efmt.

What is the output of 

kpsewhich --format='web2c files' fmtutil.cnf

and (as root)

sh -x /usr/sbin/update-fmtutil
