You're right, what I tried couldn't work. I have now installed
tetex-bin_2.0.2-15 (the version that was in testing for weeks) and
upgraded to -21. On my system (actually it was in my sid chroot),
NEWS.Debian was displayed.

In other words: I cannot reproduce the bug here.

Can you please try to reproduce the bug? You need to install an old
version of tetex-bin, and upgrade again. I didn't really test the
effects of downgrading to woody, therefore I'd advice to use an old
version from testing/unstable, e.g.

http://snapshot.debian.net/archive/2004/06/19/debian/pool/main/t/tetex-bin/tetex-bin_2.0.2-15_i386.deb

you'll also need an old tetex-base, e.g.

http://snapshot.debian.net/archive/2004/06/19/debian/pool/main/t/tetex-base/tetex-base_2.0.2-9_all.deb
and
http://snapshot.debian.net/archive/2004/06/19/debian/pool/main/t/tetex-base/tetex-extra_2.0.2-9_all.deb

Then upgrade again and tell us whether NEWS.Debian still isn't
displayed.

Regards, Frank
