Cause it is delivered from upstream in that way. TE creates one
package with the ready to use texmf-tree, one with the sources of the
programs and one with the sources for the texmf-tree. The latter is
not that interesting for the end user, but only shipped cause:
1. the LPPL requires it, and
2. Sometimes it may be interesting for developers to read the
original sources.

OK, but I can't change the license by myself. I've contacted Mats,
but I got no reply until now. I guess, we have to remove that
package, If you insist this bug to be serious and we (teTeX) don't
want to be the show stopper of sarge[TM].
