I got the same error. You can test this quite easily with a fresh
installation by just answering "yes" to the question if debconf should
manage language.dat and accepting the default regarding the
hyphenation patterns (which is french and ngerman). The resulting
/etc/texmf/language.dat will look like this:

%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%
% The following languages are disabled by default. Uncomment, what you need.
% To enable, remove %! and the space.
%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%
% French and German, TWO lines each!
french frhyph.tex
=patois
german dehypht.tex hypht1.tex
=austrian
For use with ngerman.sty (neue Rechtschreibung):
ngerman dehyphn.tex hypht1.tex
=naustrian

bahasa	inhyph.tex
basque	bahyph.tex
croatian	hrhyph.tex
czech	czhyph.tex % depends on csplain being installed
danish	dkhyphen.tex

etc.
