Bug#262950: configuration files should be moved to /etc

This is a list of files which I think are not configuration files, or
where it is at least unclear:

Those are all the files used for format generation. They can be edited,
as any TeX input file, but I think they are not meant to be. If one sees
the need, it's better to create a new format.

# Other files:
/usr/share/texmf/tex/generic/babel/frenchb.cfg
   all customization can be done in preamble, and it's better to do so
   according to documentation.

I'm not sure about this file

#  not a configuration file

(the last one is a configuration file, but for WinEdit...)
