Bug#248308: tetex-bin: lost directories in /var/cache/fonts are not recreated

If mktex{tfm,mf,tfm} is called as root it will recreate that dirs.
Doesn't help the normal users. So we should create them in the
package with corrects chmod's.
Seems we have to handle only the 3 dirs pk/, tfm/ and source/.
