As this is not really a bug anywhere but rather an include wish, I'm
setting the severity to wishlist. The greek-babel works without it.
One could think about forwarding that bug to the LaTeX3 team. I think
this is the more appropriate place, although I'm afraid the next
LaTeX-release will not be RSN.
Further: As usual there is no copyright statement in that file, so we
should clarify that, before contacting the LaTeX3 team and putting it
eventually into patch-tmp.
