You're right. I took the wording too literal - although it will generate
the formats in nonstopmode, it will exit with an error.

Not really, but looking at all license-related bugs should not be too
hard.
The interesting question, however, is when sarge and when teTeX will be
released. With all that discussion about the release policy, I have no
idea whether the installer progresses as planned, or whether sarge will
be delayed even if we vote for a timely release.
