I hadn't. I grepped /etc/texmf/texmf.cnf to make sure param_size.pdflatex
was not set, it is not. (Or, perhaps I am missing why you point this
bug out, please just let me know if I am.)
Without my /etc/texmf/texmf.d/94foo file, pdflatex dies with the
parameter stack limit being exceed as well, but it's limit is 500 instead
of the 6000 I get when I set param_size to 20500 as I am doing. But,
I can not create a limit greater than 60

I'm sorry, I'm not familiar enough with tex to know what software
version you mean here. I did try using pdfelatex before, it dies the
same way pdflatex does.
