Yes, it will ask the question again. You can still use texconfig and/or
edit the file in other ways. The important part is to get a file that
only contains entries for hyphenation files that

a) come with teTeX 2.0 

or

b) have been installed locally.

If you know which have been installed locally, the best way is probably
to copy /usr/share/tetex-base/language.dflt to /etc/texmf/language.dat
and add lines for the locally installed ones.
