Yes, because the script will exit when the first call of fmtutil returns
with nonzero exit code. However, since the "I'm stymied" message does
not match the '^!' pattern, it could be that sometimes a fmt file can be
created even with "I'm stymied", and then the grep would be executed,
find it and trigger the second run. 

But in the two bug reports you indicated, fmtutil exited, and thus the
second call would have had to be executed manually even with the current
setup, I think.
