Do you remember any bug numbers/titles? I would like to have a look at
this.

I think it is a bug in fmtutil if it does not detect all errors - and
it's probably a bug (or should I say misfeature...) in TeX if it
produces an error message without a line that matches ^!.

Also, I would prefer to fix the reason why it isn't generated correctly
in the first place.
