Yes, calling fmtutil twice is intentional. A failure with
"I'm stymied" message has been occured with jadetex fairy
often and it can be fixed with the next (the second time)
call of fmtutil.
I have failed to find out the reason why it failed at first run
of fmtutil but at least calling fmtutil twice has been a simple
fix of this problem.
Only as a reminder; I suspect there has been no other case
in which we need to call fmtutil twice.
