Hi!
I do have tetex-extra installed. I've had tetex-base and tetex-extra
installed for a long time and I only noticed that
/etc/texmf/dvips/omega.map was missing when a tiger script complained
about the broken /usr/share/texmf/dvips/omega/omega.map link.
Only re-installing tetex-extra by "apt-get install --reinstall
tetex-extra" did not solved the problem (ie didn't installed the file
in /etc) but "apt-get remove --purge tetex-extra" and "apt-get install
tetex-extra" did.
Maybe it's a bug in the way dpkg handles the configuration file update
but I'm not dpkg aware enough to say that.
