No, /etc/texmf/dvips/omega.map is part of tetex-extra. Do you have
tetex-extra installed? If no, I've no clue how this file get there as
either the soft link and the file itself should be part of
tetex-extra.

May be it was part of -base earlier, but was not removed during
upgrade? Isn't that the job of dpkg?
Until 2.0.2-6 that file /usr/share/.. was a real file and not a soft
link.
