Bug#246027: tetex-bin: fmtutil: Error! Not all formats have been built successfully.

This file is definitely not part of Debian-teTeX. And it is read by
initex and seems to cause the error message.

1. Please remove it, run texhash and try again 
"dpkg --pending --configure" .
2. If there are still other files in that subdir (which are part of
tetex-base too) you should remove them.

There are the other LaTeX-sources from tetex-base in
/usr/share/texmf/tex/latex/base/ . Mixing both versions fail.
