Bug#146804: License clarification (was: tetex-base: lack of babel files for serbian (new files included))

Dear Frank,

thank you. E-mail is coming back because your server has listed German
Telekom as being spammer. Those are dynamic addresses.

My wish is that those files for Serbian cyrillic notations (section,
subsection names) are to be included. I agree with the proposed license,
if those files are included in the distribution. It helps me and it
would help many other people using cyrillic. Cyrillic is already usable,
but not for writing books as titles of "section", "subsection", etc. are
not in the whole distribution.

If I should review those files again, let me know.
