You're right that there's something broken. However there's no easy
solution for this (take a look at the bugs listed in
http://people.debian.org/~frank/tetex-bin_bugs_sorted-wish.html#packaging_split).
We are planning to rearrange the tetex packages after the sarge
release. Such a step will likely cause one or another breakage,
therefore this shouldn't be done shortly before a release.
