Dear Ian,

months ago you reported this bug to the Debian Bugtracking system. We
apologize for not having reacted at all.

The file was indeed missing in tetex-1.0.2, but in the packages in
unstable (tetex-doc_2.0.2) this is fixed. If you want to use these
packages, in woody, I can recommend Adrian Bunk's backports at
http://www.fs.tum.de/~bunk/packages/woody/bunk-2.html.=20
