the dvips documentation is heavily outdated. The section labeled "@node
EPSF macros" in dvips.texi is especially weird. Unfortunately, this time
I don't have a useful patch.
By the way, yes I think dvips.texi is the right place to make
changes. Makefile.in has the two lines:
info: $(program).info
dvi: $(program).dvi
i.e. rules without a command, so the built in ones will be used. At
least my (GNU) make will use texinfo source for both.=20
