There's still something wrong - your mail had Cc set to:

but it should be 241645@bugs.debian.org.

I had missed this: This hyphen.cfg is not the file shipped by Debian,
which is in /usr/share/texmf/tex/generic/babel/. You should correct it,
or move it out of the way. You can check which file is used with the
command "kpsewhich hyphen.cfg".

It is clear that it has to do with what you have in
/usr/local/lib/texmf. If you need further help, feel free to ask. But I
think you should close the bug by sending mail to
241645-done@bugs.debian.org.

This is not needed from a technical point of view. From a patriotic
point of view it may be necessary, however ;-) Currently you're using
"english" as an alias for "american" and "USenglish".
