That file is not extent on the whole tetex-installation.
drachi:[~/sarge/var/lib/texmf] #grep gr language.dat
%! greek grhyph.tex
drachi:[~/sarge/var/lib/texmf] #grep gr /root/sarge/etc/texmf/language.dat.dpkg-old
%! greek grhyph.tex

and is not even mentioned in the language.dat file. Could it be
possible, that the entry was done manually, without testing if
fmtutil still works?

Yes, the related file is called grhyph.tex.
