/var/lib/tetex *is* completely Debian-specific, $VARTEXMF is
/var/lib/texmf. IIRC the suggestion for /var/lib/tetex was from you, and
I assumed you chose it in order not to clutter /var/lib/texmf (and it's
ls-R) with Debian-specific stuff that need not, and should not be found
by kpsewhich.
Having an additional "debian" in the filenames might still be a good
idea - especially if sometime in the future a fontmap.cfg file should
see its birth upstream.
The tetex-extra directory, however, will be removed - it is just the
analogon to /var/lib/lmodern.
