It was once there. In #196582 the submitter argued that every TeX
HOWTO speaks about modifying texmf.cnf. Hence he said, that texmf.cnf
is a config file and should go into /etc. He further suggested to use
ucf to regard user modifications in that file.
Thats what we have implemented, but Frank should be able to tell more
details. If update-texmf changes does not regard it is a bug
anywhere.
Actually we have a lot of code in our postin script to move files in
/var back to /etc i.e. to revert wrong design decisions made earlier.
