Bug#276173: Please add a list of associated packages

Hi all,

As discussed in #263162 (which I'll close soon), it doesn't make much
sense to keep a TeX task, as tetex-bin gives a minimal teTeX
installation and suggests tetex-extra, which completes it to a full
one. To put all the related packages into a task is not very useful
either, cause the bundle will be quite large and probably nobody will
need all packages at the same time.
To me it sounds good to have a file helpful-packages.txt in the doc
of tetex-bin, with a short list of packages associated with teTeX and
additional a short description (one liner) of them. A starter list
Frank posted already to tetex-maint, I'm including it here:

This list has to be completed and the short descriptions to be added.
We could just take the short descriptions, which are delivered with
the packages anyway.
