No, it shouldn't. The file sits correctly in /etc/texmf/latex and is
found as 

$ kpsewhich listings.cfg
/usr/share/texmf/tex/latex/config/listings.cfg

with

$ ls -l /usr/share/texmf/tex/latex/config
lrwxrwxrwx    1 root     root           16 2004-08-25 19:49 /usr/share/texmf/tex/latex/config -> /etc/texmf/latex

Can you reproduce the _error_message_? I cannot. And you also sent a
*File List* that included listings.cfg.

Kristian, can you please send us the File List generated when you add
"\listfiles" as the first line in your test file, and the output of the
following commands:

kpsewhich listings.cfg
ls /etc/texmf/latex
ls -l /usr/share/texmf/tex/latex/config
