We do that even currently, but only in order to be able to move some
directories outside /usr (namely, /etc/texmf/* and two directories in
/var) or to /usr/share/doc. Within /usr/share/texmf, I there are no
symlinks to directories, and don't know of any that were. However I've
joined the team only recently, does anybody else remember anything here?

It seems the bug is really in a very old version, or there might be some
interruption while an earlier version of tetex-extra was removed. What I
don't understand at all is why this bug has been triggered now. Did you
upgrade tetex after a longer period of sticking to stable, or an older
testing image?
Regards, Frank
P.S. I've taken my laptop home without the power cable. Therefore I
might be forced to complete inactivity later this weekend.
