The following command will do it correctly:

GS_OPTIONS="AutoRotatePages=/None" epstopdf cm_test.eps

This is a known-to-the-gurus problem of epstopdf, but there is currently
no upstream development. Not only because of lack of developers, but
also because of the lack of a usable, bug-free gs version.

We should keep this bug open for the record (and that others can find
the solution), and hope that things get better in the future.
