eurosans is LPPL, so we could include it into Debian.
eurofont reads:

%%\This file is part of the eurofont distribution. You can distribute it
%% freely provided that you include the rest of the eurofont
%% distribution with this file and make no more than a nominal charge
%% to cover the costs of distributing it.
%%
%% If you would like to change the contents of this file, please make
%% a copy of it under a different name and change that instead. Keep
%% my copyright notice attached, but make it clear that the new file
%% is your responsibility so you get the credit for the improvements
%% and I don't get blamed for the bugs.

I'm afraid already that could be a problem within Debian.

Both packages are useless without the fonts (pfb-files). The license
statement of them reads:

Point 2 forbids us to distribute these fonts, so we can't even upload
it into non-free.

No, we can't.
The lshort package actually in unstable doesn't use these fonts, so
everything is fine. The version 4.12 on CTAN does. I'm able to
compile the document without the fonts installed, I'm able to run
through dvips (it replaces the fonts by something else), pdflatex
bails out, xdvi is not able to display a fully compiled lshort
without the fonts having installed (tested on stable). Is the last
statement still correct for the xdvi in unstable (Stefan?).
If even the latest xdvi is not able to handle missing fonts, we have
a few options:
1. remove lshort from Debian
2. stay with 4.00 (should be forwarded to Thomas)
3. don't use these packages during build (should be forwarded too to
Thomas)
4. Convince the authors of lshort not to use the fonts.

I don't want 1. The long standing solution could be 4.
