I don't know exactly where it is located, but I guess yes. lshort.tex
needs for compiling eurofont.sty and eurosans.sty. Both files are
sitting on CTAN in contrib. I guess because both depend on fonts not
available from CTAN due to licensing reasons.
Not a good situation that lshort build-depends on files not available
in teTeX... Anyway, you can find everything you need in the net.
