Bug#221262: tetex-base: babel should use new hebrew macros from ivritex

The package ivritex changed the macros for hebrew from e. g. \alef to
\hebalef to resolve a conflict with amstex. ivritex diverts lheenc.def
of babel to update babel for these new macros.

This leads to the situation that the attached LaTeX file works when
ivritex is installed, but fails if it's not. babel should probably
just use the updated lheenc.def from ivritex to make this consistent.

This bug originated and was discussed in #220869, this included the
upstream maintainer of babel who agreed to make this change in the
next upstream release. This bug is mainly for documentation purposes
(and to let me know when it's fixed :-) )
