It is in a process of merging. The \heb* fomrs will be used in the next
version of babel.

(Strangely enough there is only a conflict in \gimmel , due to different
ways for wrting the words)
Also look at the script util/transheb.pl which can automate conversions
of text files between various possible encodings.
