I don't have really ideas. I have only one problem with putting
language.dat into /var. language.dat contains informations specific
to that teTeX installation. This information should be found anywhere
in /etc, as all configurations of a Debian GNU/Linux system can be
found there. So I can back up /etc and have all informations I need
to set up another box the same way. I guess this is what the original
submitter speaks about. The decisions stored by debconf are not
sitting in /etc either.
This problem is not really dependent on manual modifications of
language.dat.
I spoke about that debconf stuff, as you started arguing that debconf
manipulated files belong to /var. I couldn't find a place in the
policy, which does forbid that, but (on my woody box) files with the
notice "GENERATED" (maybe by debconf) and still sitting in /etc.
