Bug#200902: tetex-bin: errors on upgrade

Another possibility is it went away because I upgraded jadetex at the
same time.  The log had some comments about problems with TeX:
jadetex (3.12-5) unstable; urgency=medium

  * postinst: 
    - eliminate "running 'fmtutil --all' to rebuild existing TeX", it
      should never happen and it's just slowing down the failure case 
    - cosmetic changes
    - when producing our own memory dumps, use 'fmtutil --cnffile to our
      specific file in /etc/texmf/fmt.d, since user may have the debconf
      question tetex-bin/fmtutil turned off
      closes: #183285, #196151, #196027

      NB: last two bugs filed against tetex-bin; 'grr' to the tetex
      maintainers for making this change without giving me any heads
      up

(Among other changes in jadetex).
