See the comments below.  Installation of CSLatex and jadetex at once
is impossible for now.  I'm going to have to make jadetex conflict
with cslatex.

ah, now all is revealed! cslatex is the culprit. I will breathe a sigh
of relief. JadeTeX is not designed to work with variants like this.

whoever set this up did not do it well. "cslatex" should be a
*sibling* of latex, not a child. a typical run of "latex" should NOT
find the cslatex files. 

if you look at the TeX Live setup, you'll see that cslatex has
its own TEXINPUTS etc in texmf.cnf:

TEXINPUTS.cslatex = .;$TEXMF/tex/{cslatex,csplain,latex,generic,}//
TEXINPUTS.pdfcslatex = .;$TEXMF/{pdftex,tex}/{cslatex,csplain,latex,generic,}//
TEXPSHEADERS.pdfcslatex = .;$TEXMF/{tex,pdftex,dvips,fonts/type1}//
