who can close bug?

Hi all,

Now tetex packages are maintained by 

Maintainer: teTeX maintainers <debian-tetex-maint@lists.debian.org>

and (I'm not sure but) there might be fairy many
members in debian-tetex-maint@lists.debian.org

The members who can upload the packages are explictly
restricted in the section in control file(s) as Uploaders.

I am wondering recently then that who can close the bugs
which should be closed.

For example, Hilmar Preusse has investigated BTS very
carefully and advised us such and such should be closed
and I closed some (very few?) of them recently.

I think that it is too rough that anyone in this list 
could close the bugs, but at least I suspect we need 
some members who can close the bugs with their decision.

At present Hilmar Preusse is an appropriate member
but it seemed he hesitated to close bugs by himself.

How we can do in these case?
