I'm fine with closing the bug (for now), as the version in stable does
indeed support pdf encryption.

I presume (as a practical matter) that we will have to follow upstream
sources until encryption patches resurface (I know several people on
the pdftex mailing list intend to write such patches - time will
tell).  At such a time we can reopen this bug (or file a fresh
wishlist bug).
