Encryption is included in the actual pdftex of Debian stable, but
will be removed in future releases. Hanh thinks it is to hard to
maintain. I believe already the pdftex of teTeX 2.0.2 doesn't contain
encryption any more. There are said to be be a few tools around for
doing that, like http://www.lowagie.com/iText . I don't have any
experience with that tool and I don't know if anybody will provide
patches to reimplement encryption in recent pdtex versions.

So, what should we do with that bug?
